📝 What are Modal Verbs?
Modal verbs (also called modals) are auxiliary verbs that express ability, possibility, permission, obligation, necessity, or advice. They are always followed by the base form of the main verb (without “to”).
Key features:
- They do not take “-s” in the third person singular (He can — NOT He cans)
- They form questions by inversion (Can I? — NOT Do I can?)
- They form negatives by adding “not” (cannot, must not, should not)
- They do not have infinitives or participles

🔄 Modal Perfect (Modals + have + past participle)
Used to talk about the past:

Exercise 2: Bac-style rewriting.
“It is necessary for all citizens to respect the law.” → All citizens must respect the law.
“Perhaps the government will reduce taxes next year.” → The government may/might reduce taxes next year.
“It wasn’t necessary for me to attend the meeting.” → I didn’t have to attend the meeting.
“I am sure he is the director. He behaves like one.” → He must be the director.
Exercise 3: Rewrite using modal perfect.
- I didn’t call you. (past regret) → I should have called you.
- Perhaps he didn’t receive my message. → He might not have received my message.
- It was possible for them to win, but they didn’t. → They could have won.
