Local Administration in Algeria Communes and Wilayas
Local administration in Algeria is organized through communes and wilayas each with elected councils.
The Commune
Basic administrative unit. The Peoples Municipal Assembly APC is elected for 5 years. Responsibilities: local services urban planning waste management.
The Wilaya
Regional administrative level. The Peoples Wilaya Assembly APW is elected. The Wali is appointed by the President. Responsibilities: regional development coordination.
Decentralization
Transfer of powers from central to local authorities. Local financial autonomy.
